Not every drainage issue requires a major project, but delay tends to make repairs more expensive. Cleaning blocked gutters may help in one case. In another, the real need is improved flashing, added downspout extensions, slope correction, or redesign at a problem transition.
The best starting point is to document patterns. If overflow happens only at one corner, if staining worsens below one wall intersection, or if erosion keeps reappearing in the same spot, those details help identify the system failure faster.
